ETSI/EU PQC update

· 14:30 – 15:00 Amsterdam time · Room C (8)

While the EU set up its roadmap for a PQC transition and now is ready for another standardization project regarding PQC involving industry uptakes (development, interoperability, digital services, …), ETSI is preparing for the changes that need to be made. Added to the current QSC WG on TC CYBER, ETSI has created a new TC called QT (Quantum Technologies) to deal with all quantum stuff. While this is really a boost on the matter, it does not solve the specific problems faced at TC ESI regarding certificates and signatures. Therefore, ETSI ESI has created a new WG called PQC which deals with all these aspects. This new WG will focus on producing at least 4 TRs (Technical Reports) to evaluate the impact of PQC on ESI standards. These TRs will cover the areas within the ESI framework, which are:

  • Signature creation and validation
  • Cryptographic suites (this is covered under the STF 705 and will work together)
  • Trust Services Providers supporting digital signatures and related services
  • Trust Application Service Providers
  • Trust services status lists providers Each of these TRs will be split into multi-part documents, covering: policy and security requirements, technical specifications and conformity assessments. In this session you will learn what´s going on in the EU but mainly the ETSI ESI’s plans for PQC, the status PQC in the standards-making process, and expectations for when PQC-enabled eIDAS certificates will be available.

Speakers

  • CA Manager · Sectigo

Iñigo Barreira is a senior computer engineer with more than 20 years of experience in Public Key Infrastructure (PKI), digital identity, and trust services. His career has spanned three complementary areas of the digital trust ecosystem: operating within Trust Service Providers (TSPs), public and private, managing a browser root program, and conducting ETSI and ISO audits. This uncommon breadth of experience gives him an end-to-end understanding of how trust services are designed, operated, governed, assessed, and relied upon.

He has held senior executive and technical leadership positions and has worked extensively at the intersection of technology, operations, compliance, and assurance. His expertise covers eIDAS and standards compliance, certificate authority operations, qualified electronic signatures, certificate lifecycle management, cryptographic technologies and devices, audit readiness, and high-assurance environments.

Since 2006, he has been an active member of the CA/Browser Forum (CABF), where he served as Chair of the Server Certificate Working Group (ServerCert WG) and contributed to requirements and security guidance for publicly trusted TLS certificates. He joined ETSI in 2007 and currently serves as Vice-Chair of the Electronic Signatures and Infrastructures (ESI) Technical Committee. He is also an editor of key ETSI standards, including EN 319 411-1, EN 319 411-2, and EN 319 421.

Iñigo is recognized for combining deep technical expertise with practical experience spanning service delivery, browser governance, conformity assessment, and international standardization.
