The PQC Ready German ID Card

· 14:00 – 14:25 Amsterdam time · Blue hall

Post-quantum cryptography (PQC) adoption is mandated for critical EU infrastructure by 2030, yet integration into existing identity document ecosystems presents significant cryptographic and performance constraints. National ID cards with 10-year validity require quantum-resistant protection from issuance, necessitating a pragmatic transition strategy that balances algorithmic security guarantees with hardware resource limitations.

This talk points out high-risk spots in the ID card ecosystem and the key requirements for its operation. Subsequently an approach for a step-by-step PQC migration is presented, including possible scenarios for the underlying Public Key Infrastructure. The solutions employ different NIST-standardized PQC algorithms alongside traditional cryptography using hybrid schemes.

The feasibility of this approach is demonstrated by the realization of a functional demonstrator implementing hybrid cryptographic schemes on a resource-constrained, ISO 7816-compliant smart card, addressing the critical challenges of signature generation and verification time and memory footprint during authentication operations. Finally, the results of the demonstrator are presented along with the identified challenges ahead.

Speakers

  • Senior Product Architect · D-Trust

Jan Klaußner is Senior Product Architect at Bundesdruckerei in Berlin with more than two decades of experience in security engineering focusing on innovative solutions for digital identity and trust services. In his current work, he develops and evaluates prototypes for quantum safe public key infrastructures and hybrid post quantum cryptography deployments in real world environments. Jan is actively involved in standardization efforts in IETF, ISO and ETSI on hybrid PQC schemes for Internet PKI and smart card ecosystems. He regularly shares insights at international conferences and industry events.

  • Senior System Architect · D-Trust

Malte Kruse joined Bundesdruckerei GmbH in 2021, focusing on mobile digital identities. With his experience in smart card-based development, his role later expanded to digital identities within the context of physical ID documents. Most recently, he contributed to a proof-of-concept for using post-quantum cryptography in ID documents, such as the German ID card. Furthermore, he actively participates in the standardization efforts of GlobalPlatform's Secure Elements Committee.
